Earlier this week, when Donald Trump fired the F.B.I. director, James Comey, the same word flashed in the minds of many Americans: Watergate. Trump’s firing of Comey echoes Richard Nixon’s dismissal, in 1973, of Archibald Cox, the special prosecutor in charge of investigating the Watergate scandal. Nixon had to scramble to find an official willing to fire Cox: his Attorney General, Elliot Richardson, and Deputy Attorney General, William Ruckelshaus, both resigned rather than carry out his order. In the end, the Solicitor General, Robert Bork, fired Cox; the firing and resignations, which happened over the weekend, became known as the Saturday Night Massacre. Similarly, Donald Trump had to rely on an underling—the Deputy Attorney General, Rod Rosenstein, who had held the job for just fourteen days—to write the memo justifying Comey’s firing. Here, of course, we encounter a divergence between the present and the past. Rosenstein came into the picture not because Jeff Sessions, the Attorney General, protested, but because Sessions himself had been compromised by the investigation that Comey was leading, and so had to pass the buck.
