School is actually legally required of all children (except those whose parents choose to homeschool them.) Formal reading instruction including phonics is not merely a stopgap measure for children who have no access to books in the home; it is imposed on all children, whether it is appropriate to their situation or not. The fact that this instruction is imposed even on children from advantaged homes indicates a belief on the part of parents and educators that children will not learn to read without direct instruction. This is the belief I am calling into question.
