Where people have a primarily oral spiritual and cultural tradition and livelihoods that do not require literacy, many people won’t learn to read beyond the most basic level even if school is legally required because they really have no reason to. And where people are too poor, overworked, undernourished, and/or stressed by dangerous and difficult living conditions, children often can’t learn whether or not formal instruction is provided.
3. Schools, unless something has changed recently, do not merely cater to children from impoverished homes. School is actually legally required of all children (except those whose parents choose to homeschool them.) Formal reading instruction including phonics is not merely a stopgap measure for children who have no access to books in the home; it is imposed on all children, whether it is appropriate to their situation or not. The fact that this instruction is imposed even on children from advantaged homes indicates a belief on the part of parents and educators that children will not learn to read without direct instruction. This is the belief I am calling into question.
