Davidson treats the connection between reason and action (where thereason is indeed the reason for the action) as a connectionthat obtains between two events (the agent's believing and desiring onthe one hand and her acting on the other) that can be variouslydescribed. The connection is both rational, inasmuch as thebelief-desire pair (the ‘primary reason’) specifies thereason for the action, but it is also causal, inasmuch as the one eventcauses the other if it is indeed the reason for it. It is preciselybecause the reason is causally related to the action that the actioncan be explained by reference to the reason. Indeed, where an agent hasa number of reasons for acting, and yet acts on the basis of one reasonin particular, there is no way to pick out just that reason on whichthe agent acts other than by saying that it is the reason thatcaused her action.

Whether or not actions are treated as events, one might be temptedto distinguish between actions proper (such as John's raising ofhis arm) and bodily movements (such as John's arm rising), orbetween intentional actions (John's walk) andunintentional ones (John's falling into a hole). For someauthors this is necessary in order to explain important facts of humanbehavior [Montmarquet 1978; Searle 1983; Brand 1984; Mele1997]. However, it has been argued that such a distinction does notpertain to metaphysics but rather to the conceptual apparatus by meansof which we describe the realm of things that happen. On this view, anarm raising is just an arm's rising under a mentalistic description[Anscombe 1957, 1979; Sher 1973].

Much of Davidson's early work was in decision theory (seeDecision-Making: An Experimental Approach [1957]), and it wasnot until the early 1960s that the work for which he is best knownbegan to appear in print. Indeed, Davidson's first major philosophicalpublication was the seminal paper ‘Actions, Reasons andCauses’ (1963). In that paper Davidson sets out to defend theview that the explanation of action by reference to reasons (somethingwe do, for instance, when we refer to an agent's intentions or motivesin acting) is also a form of causal explanation. Indeed, he argues thatreasons explain actions just inasmuch as they are the causes of thoseactions. This approach was in clear opposition to the Wittgensteinianorthodoxy of the time. On this latter account causal explanation wasviewed as essentially a matter of showing the event to be explained asan instance of some law-like regularity (as we might explain thewhistling of a kettle by reference to certain laws involving, amongother things, the behaviour of gases under pressure). Since rationalexplanation was held, in general, not to involve any such reference tolaws, but rather required showing how the action fitted into somelarger pattern of rational behaviour, explanation by reference toreasons was held to be distinct from and independent of explanation byreference to causes.
